A Records management system for project information

Abstract

The content and structure of this report has lead to the design and development of a local Government records management system for project information. This report will contribute to improved monitoring, control and accountability of project implementation in Local Governments. The system is specifically designed for local Governments to manage records of project undertaken in their districts. It has ten (10) entities Funders, Sector, Department, Parish,Subcounty, County, Contract, Contractor, Supervisor, and Payment. There relationships where established and a systems flow diagram drawn to show how the various forms can be accessed. Due to the ever increasing number of projects implemented in Local Governments and the need for timely decision making on project, there is need for this data to be continuously updated. The findings show that database applications indeed play a great role in improving decision making and service delivery in local governments by providing timely access to information resources. This is quite important in supporting the monitoring and control of project implementation through easing access to data by centralizing the storage of data. JAVA and MySQL software development tool were used to develop the Database for local governments. The application is complete with a user interface, summarized but detailed reports, update forms for users, and security controls where necessary, such that the users can start deriving value from the new application. It is recommended that organizations should play a crucial role in increasing computer awareness in the developing countries more especially in Local governments. Thus, any other district or lower councils in Uganda, to bridge the gap of the many lacking software in the Ugandan decentralized districts, can adopt Local Governments Records management system for project information.
