dc.description.abstractSpectrum management policy framework is being brought under the spotlight with increasing regularity and across every region. This highlights the requirement for a carefully spectrum management policy framework that will improve efficiency in mobile communication market. The main purpose of the project was to identify the flaws in the spectrum management policy framework for mobile communications in Uganda. The aims of the project were to classify issues/criteria, procedures to spectrum policy in developed/ developing world and make recommendations to improve efficiency in the spectrum use in Uganda. The case study method was used by the researcher to attain the set objectives in the project. The findings indicated that there were flaws in the current spectrum management policy framework which has made spectrum use in Uganda ineffective. The current flaws in the policy framework such as (The utilisation of spectrum Infrastructure, frequency authorisations, demand for new services, interference management, ineffectiveness of licence - exempt bands and redeployment of existing spectrum for new services have made it difficult for both existing and new mobile operators in terms of operations and planning. The study therefore made policy recommendations for guiding spectrum managers in Uganda. The policy recommendations frameworks suggested in this project would provide a foundation for spectrum managers in planning, allocating and assignment of spectrum use in mobile communications market.en_US
