Procurement management for road construction in Luwero District local government

Abstract

The study examined the procurement management process for road construction in Luwero District Local Government. The purpose of the study was to examine the effectiveness of the procurement system for road construction in line with the PPDA Act with the aim of providing policy makers with a relevant base for formulation of an effective procurement system for such works. The study adopted a descriptive case study design and collected data from a sample of 48 respondents from the procurement unit and other user departments using self administered questionnaires and interviews. Data was analysed using descriptive statistics derived using SPSS. Study findings established that the procurement planning process is highly effective, although the supplier solicitation process was fairly effective. Study findings further established that contracts monitoring and evaluation is not effective. It was concluded that the procurement system is weakened by the loopholes in the contracts monitoring and evaluation that need to be addressed to enhance the effectiveness of the whole procurement management system. It basically recommended that contracts monitoring and evaluation be streamlined through enhancing the competence of the contracts supervisors through capacity building and improving the level of transparency at this level to avoid acceptance of shoddy work by supervisors.
