    Abstract
    The main objective of this study was to design an intelligent traffic monitoring and control system that is able to react according to the traffic congestion volumes. The system designed automatically detects vehicle congestion in a lane, gives access priority to vehicles in a lane with the highest congestion concentration level, allows setting of variables (zoom size and vehicle speed), generate real-time statistics (e.g. vehicle speed) of the vehicle in question, allow loading of different scenarios, allow affected vehicles access to the next available but least congested lane in the event of a blockage on a lane and finally use traffic lights in the states; green, yellow and red to control vehicle movements. The intelligent system was designed using Java software and the Java runtime environment as well as the NetBeans platform for the development of desktop applications such as interfaces to enable user interaction with it. During implementation of the intelligent system, a simulator designed using Java software and the Java runtime environment as well as the NetBeans platform was used.
