dc.description.abstractHealth is a fundamental human right that is indispensable for the realization of other human rights. This right is recognized in numerous international instruments. One of the instruments that reorganises it is the ICESCR which developed a comprehensive article (article 12) on the right in international human rights. Uganda as a country ratified the convention on 21 January 1987. This therefore legally binds the country to use all its available resources to progressively achieve the right. Basing on this, the 1995 Constitution of the republic of Uganda recorganized the right under articles 39, and 34(4). However, the promotion and protection of the right has since been negatively affected by the out break of HIV/AIDS epidemic in the early 1980s. Many stakeholders have since tried to find a solution to the problem but in vain. Basing on the fact that a cure has not yet been sought, attention has been turned to other aspects of the right to health, hence; prevention and care. One of the initiatives that have been sought by the government of Uganda to effect the above aspects is the PIASCY programme that was rolled out in primary schools since 2003. However, there is need for us to explore the challenges that the various stake holders are facing in trying to us the programe in promoting the right to health. This study was therefore set out to find out the challenges that may be faced by the various stake holders in trying to implement the right to health through the programme. The study was carried out in Bugabula County in Kamuli district as a representative of the whole country. The research design was a case study type as already pointed out. It then largely adopted qualitative data collection methods namely; Focused Group Discussions, and personal interviews. Basing on the research findings, it was noted with great concern that majority of stakeholders are still ignorant about the right to health and the whole gout of human rights. It was also noted that the role of the programme in the implementation of the right to health has been appreciated by majority of the stake holders. However, it was also noted that there is a great deal of challenges facing the implementation of the right to health through the programme. Therefore, the government should closely work hand in hand with the C.S.Os, and the primary implementers of the programe to bring about awareness of human rights, and more so, the right to health, the PIASCY programme, provide supportive incentives, and integrate human rights education into the PIASCY programme.en_US
