dc.description.abstractA quantitative study was conducted on Local Governments Performance Results for the financial year 2007/2008 to analyze the performance and determine validity of results in reallocation of Central Government Grants to Local governments in Uganda. Specifically, the study established the followings; validity of the assessment results, sufficient and precision boundaries and relationships between the variables used in the study. Data were purposively collected from Ministry of Local government, reorganized and usable variables were derived. Multivariate equations consisting of; Hotelling equation, which checked the validity of performance values used, Simultaneous Confidence Interval (T2-interval) for boundaries viability and acceptance, Bonferroni Simultaneous Confidence Intervals determined the precision of the boundaries limits and Principal Components Analyses (PCA) for relationship and reduction in the number of variables used in the assessment. The study revealed significance of the assessment results in the determination of the Local governments performances. The study also established necessary and sufficient boundaries acceptable to all Local governments and lastly the independent of variables used in the assessment. The study recommends for the following; application of annual national assessment to check Local governments’ performance but with amendment in the Local government assessments manual. Ministry of Local government should tighten precision of performance measures limits by use of Boniferroni Simultaneous Confidence limit instead of T2 –intervals in future assessment and Principal Components Analysis (PCA) to be used to reduce numbers of variables for future use in assessments.en_US
