    Abstract
With the current trend on globalization and technological advancements, organisations are being advised that to remain competitive and stay in business; they must efficiently and effectively create, locate, capture, and share their organization’s knowledge and expertise, and have the ability to bring that knowledge to bear on problems and opportunities. The rationale of the study was to improve knowledge management in health institutions under the codification strategy. There is a great need today to acquire, utilise and share knowledge. Today’s economies have evolved into knowledge cost-cutting measure to improving global health by employing knowledge management in Low-Resource Settings. Knowledge management helps in increasing productivity, effectiveness and efficiency in operation. Overlooking knowledge management can seriously hamper the growth and prosperity of an organisation. In this research we take a closer look at one of the primary issues raised when supporting the management of knowledge and how to understand the role of knowledge management, classification and codification as means for organizational quality and competitive service delivery. With an assessment of factors that influence knowledge codification it resulted into designing of a frame work for Knowledge management in codifying tacit into explicit knowledge TASO being an example of the donor funded institution in the struggle against HIV/AIDS with low resources; it has acquired a lot of best practices in the field of HIV/AIDS treatment and care that should be codified for greater competitiveness with other institutions. Nonaka, (1991), Zack (1998), Nonaka and Takeuchi (1995) agree that Knowledge Management refers to a process of capturing, organizing, and storing information and experiences of workers and groups within an organization and making it available to others. The frame work if properly implemented will support health institution under HIV/AIDS service delivery. Codifying tacit into explicit knowledge shall be an innovation to the health communities, since there is an acute shortage of medical doctors and clinicians to offer treatment and care to PLWHA. With support from the government regulators and financial input as recommended in the study and a call for more researchers in the field of knowledge management this will improve the health sector as to the economic institutions.
