    The role of urban land use planning in the provision of sanitation facilities in central business district of Kampala

    Abstract
    This study examined the role of Urban Land Use planning in the provision of sanitation facilities in central business district of Kampala. The study was guided by three objectives which included examining the factors affecting effective land use planning in Kampala City; assessing the effects of land use planning processes on the provision of sanitation infrastructure in Kampala City; and establishing possible ways of improving urban land use management and Sanitation management in Kampala Capital City Authority. The study used cross sectional research design and employed both quantitative and qualitative research approaches. It targeted sample size of 58 respondents, however, 50 respondents managed to respond back. Data was collected from both primary and secondary sources while using questionnaires and interview guide. The study revealed that the key factors affecting effective land use planning in Kampala City are wrangles over land ownership in the city, increase population in the city that has led to increased informal settlements, high levels of corruption in the country, weak legal framework and lack of financial resources for effective land use planning. It was also revealed that land use planning leads to easy accessibility to public sanitation facilities, it helps in identifying key areas where sanitation facilities can be constructed, ensures that land use conforms to the permitted use of land designated for and reduces dumping of wastes in inappropriate locations. Lastly, the study concludes that to improve urban land use management and sanitation management in Kampala City, the government should adjust policy to enable the cities collect and retain revenue from various sources to maintain their cities; all stakeholders should be involved and share knowledge on how to effectively conduct land use planning and management before any project is implemented, there should be proper land demarcations, putting in place strong rules and regulations governing land and public sanitation facility usage, promoting transparency in procedures and decision-making regarding enforcement of land laws and proper land registration to clearly show the ownership and the designate use for the registered land. The study recommended that the central government should raise funds and pay off the Buganda Kingdom, the government should make sure that the laws and policies protecting urban land use planning and sanitation management are fully implemented and respected and government should increase the budget for land use planning and sanitation management.
