Abstract
Due to the absence of a formal Emergency Medical Service system (EMS) in Uganda, less than 7% of patients arrive at health facilities by ambulance. People at incident scenes lack an effective and efficient unified reporting platform while health emergency service providers face challenges of efficiently reaching the emergency scene within the shortest possible time so as to save lives. This project aims to develop a health emergency reporting and response system having a mobile GIS application installable on mobile phones coded using Kotlin language in Android Studio to provide a platform for reporting incident location and details with quickly and easily as well as a web-based service portal to host a real time database capable of responding to geo queries from mobile application.
