Effectiveness of public procurement systems at the Office of the Prime Minister, Uganda

Abstract

This study majorly explored the effectiveness of Public procurement systems focusing at the Office of the Prime Minister in Uganda. The study comes at a time when most Governments with Uganda in particular are grappling with the problem of inefficiencies in service delivery to the common man. Complaints have been rifle amongst the population that inefficiencies in public procurement are partly to blame for the poor quality of services to the masses. The study targeted the OPM because the Prime Minister is the leader of Government Business. This study aimed at achieving three objectives; to evaluate effectiveness of procurement planning at the OPM, to assess effectiveness of bid evaluation at the OPM, and to evaluate effectiveness of contract management at OPM. From the data collected, the Respondents indicated missing gaps as far as procurement planning is concerned while as it was observed that bid evaluation and contract management at OPM are done in accordance to the PPDA rules and regulations.
