The upgrading of Olwiyo - Gulu road from gravel to bituminous standard.

The Olwiyo- Gulu Road Project is part of the efforts by the Government of the Republic of Uganda (GOU) to improve the condition of selected road sections under the national network. This is being executed under the National Roads Development and Maintenance Programme (NRDMP) in which financial resources have been earmarked to enhance government’s economic development programmes. Pursuant to the objectives of the NRDMP, The Uganda National Roads Authority (UNRA) formulated a project to facilitate the upgrading to bituminous standard of the 70.3 Km long Olwiyo-Gulu road, including implementation of HIV/AIDS and Environmental and Social Management Plans (ESMP)/mitigation measures. Prior to this project, the Olwiyo-Gulu road was a class C gravel road that connected Olwiyo trading centre to Gulu town in the northern part of Uganda. The works consisted of upgrading to Class II paved Standard road approximately 59 km of existing gravel road from Anaka to Gulu. About 8.6km of this gravel road section is situated within Gulu Town. The works also involved reconstruction of a paved stretch of 11.0 km road from Olwiyo to Anaka which prior to the project had a gravel sub-base, stabilized gravel base and a wearing course of double bituminous surface treatment. This double bituminous surface dressed carriageway road of 7.0m width throughout and 1.5m wide double surface-dressed shoulders on each side as well included a 300mm rounding edge. The urban areas vary as normal towns (urban area extension L>500ml), medium towns (urban area extension 500>L>250ml) and small towns (urban area extension L>250ml). In normal and medium town crossings, the shoulder width is increased to 2.0m. Footpaths are also provided for normal and medium town crossings with widths of 2.0m and 1.50m respectively. This report details contract administration during execution stage and the application of project management knowledge areas during project implementation. The knowledge areas discussed at length and others in passing include cost, quality, time, scope, stake holder, risk, human resource, and communication management. The construction methodology adopted by the contractor at every stage of the works has also been discussed at length in this report. The progress of the project has also been highlighted in the report. Throughout the progress of the project, the author was focussed on the contract management, supervision and oversight roles on the project. Some of these roles included; identification and co-ordination of relocation of utilities, evaluation of the consultant’s and contractor’s performance, evaluation of physical progress, monthly progress review meetings and bi-weekly technical meetings. Other activities included monitoring of contractor’s equipment and personnel deployment during the reporting month. The author also undertook monitoring the implementation of the consultant’s QAP to guide on the general quality assurance procedures for the works and all other general project controls, contract management obligations including insurance and workers contracts among others. The author participated in the mobilisation, design review and the technical supervision & monitoring of the project.
