dc.description.abstractABSTRACT The health sector is implementing the second phase of the National Health Plan (NHP 2) to have a functional Health Centre III in every Sub-County throughout the Country. Akeriau H/C II is among the 124 health facilities that were upgraded from H/C II to H/C III using the UgIFT- P4R grant. The author conducted a filed attachment in the upgrading of Akeraiu Health Centre II project in Amuria District with the objective to relate the knowledge and skills of project management acquired during the course of study with actual construction practices in this project. The author used desk studies, focused group discussion, observation and inspection as some of the methods to derive findings in this report. This project was initiated based on the HIMS data availed to the MoH about the status and functionality of all the health facilities in Amuria District. The MoH issued guidelines for the utilization of the UgIFT-P4R grant by the Districts. A “hybrid” procurement method was used where the MoH conducted the procurement process alongside the LG and the final award was to be by the respective CC. Akeriau H/C was placed under one lot with Aliakamer H/C II in Katakwi District, Kagwara H/C II and Aarapo H/C II in Serere District. JEWA Logistrics LTD emerged the BEB and was awarded a contract to Upgrade Akeraiu H/C II in Amuria at USH. 463,777,621/=. Construction works commenced after the RDC presided over the site handover. Supervision of works was done by the D.E. and monitoring was by all stakeholders. During supervision, the contractor observed the health and safety practices, executed quality of works, and complied with contract agreement provisions. The D.E. make interim payment certificates, and due approval process was done till final payments were made in the IFMS. During the project execution, the author appreciated that some construction project management practices were exercised. The Traditional procurement system was used, of procurement, site organization and management, environmental health and safety practices and human resource management. This all conformed to the knowledge and skills acquired by the author during the course in Construction Project Management.en_US
