Challenges of implementing the local government development programme: A case study of Bundibugyo District

Abstract

The general objective was to examine the challenges in the implementation of the Local Government Development Programme (LGDP) in Bundibugyo District. The specific objectives of the study were as follows: to analyse how implementation of LGDP is done and who actually implements the programme; to assess the type of development projects under LGDP and their relevance to the development of LGs; to analyze the challenges that are hindering the successful implementation of LGDP.

A case study research design was used to examine the challenges that have hindered the successful implementation of LGDP. A sample of 80 respondents was arrived at using purposive sampling. Both interviews and questionnaires were used to collect data. Frequencies and percentages were used to help in data analysis.

It was established that the institutional set up of the programme design is in most cases rendering the programme implementation ineffective. It was established that the Local Governments structure creates a lot of beneficiaries, a scenario that ends up bringing about conflict in the roles of the different stakeholders.

It was thus recommended that there is need to improve on the institutional set up in which the programme is being implemented to ensure effective and efficient implementation of the LGDP in Bundibugyo district. There is need to customize the LGs structure so that it is more user friendly and thus help in sorting out the problems of role conflict amongst programme stakeholders.
