Fiscal decentralization and the delivery of social services in Bulongo Sub-county Iganga District.

Abstract

The purpose of the study was to establish how the mobilization and allocation of funds, monitoring of the utilization of funds and financial management were carried out in government aided primary schools in Bulongo sub-county. It was based on eight government aided primary schools, three LCIII members, twenty four LCI members, twenty four residents, sixteen teachers, eight head teachers, sixteen members of School Management Committees, Sub-county chief of Bulongo Sub-county, District Education Officer Iganga District, District Inspector of Schools Iganga District and the Chief Administrative Officer Iganga District. The study all together involved ninety five respondents.

This research was guided by a cross sectional survey design in which delivery of services to primary school education was investigated described and compared.

The data collection instruments and methods were triangulated in that, questionnaires; interviews guide and observation schedules were used. Data was analyzed and discussed from which conclusions and recommendation were made.
