Assessment of compliance with construction regulations and standards: a case of the general operating theatre at Nabiswera Health Centre IV – Nakasongola District
Abstract
In Uganda, construction projects face critical compliance challenges, with only 65% meeting regulatory requirements and 55% of incidents stemming from safety non-compliance. These issues jeopardize structural integrity, escalate costs, and heighten safety risks for stakeholders. This study therefore presents a comprehensive evaluation of a theater construction project at the Nabiswera Health Center IV (HCIV), focusing on compliance with construction regulations, safety protocols adherence, and project management practices. The objectives were to assess structural integrity, material quality, safety measures, resource allocation, adherence to project schedules, and the overall success of the project. The methodology involved a qualitative approach which encompassed; site inspections, document analysis, literature review, and direct involvement as part of the project team. The evaluation revealed meticulous efforts to ensure compliance with construction regulations and standards, with proactive measures implemented to uphold structural integrity and material quality throughout the construction process. Safety protocols adherence was assessed, highlighting the importance of proactive risk management, continuous training, and stakeholder engagement to foster a culture of safety. Project management practices were evaluated, emphasizing the significance of strategic resource allocation and effective risk mitigation strategies for achieving timely project completion and success. Results indicated that proactive risk management practices, such as hazard assessments and safety audits, played a crucial role in identifying and mitigating potential safety hazards and risks. The absence of interviews was compensated by direct involvement in the project, providing firsthand insights into project management practices and safety protocols adherence. Continuous training and awareness programs were found to enhance worker competency and awareness of safety protocols, contributing to a positive safety culture on the construction site. Therefore; the study highlights the importance of sustained vigilance, adherence to best practices, and investment in technology and education to ensure compliance and drive positive outcomes in construction projects. Recommendations include implementing proactive risk management strategies, enhancing training programs, fostering stakeholder engagement, and investing in technology and continuous improvement initiatives. By implementing these recommendations, stakeholders can further enhance project management practices, ensure regulatory compliance, and promote a culture of safety to achieve successful outcomes in similar construction projects in the future.
