dc.description.abstract | The main aim of this research was to create a records management strategy to enhance the quality of services provided at Uganda Civil Aviation Authority. The study was guided by the following specific objectives: To gauge the level of employee awareness regarding the records management program at UCAA; To investigate the challenges impacting the records management program at the institution; To examine the effectiveness of the current records management program in supporting service delivery at UCAA and to formulate a strategy for an efficient records management program for UCAA. The research involved a comprehensive review of related literature, which involved critically evaluating and analysing previous studies and identifying gaps to inform the current study. The study employed a descriptive design to collect data within the study area, with a sample size of 157 participants determined using the slovin’s formula. Various categories of staff were selected using a combination of purposive and simple random sampling techniques. The research utilized different tools, including a questionnaire survey for quantitative data, interviews, and documentary reviews for qualitative data. Data analysis involved the use of means, correlations, and regression techniques. The study's findings indicated that 73% of the variability in the Records Management Program at UCAA could be attributed to the challenges associated with the Records Management Program, the level of employee awareness of the Records Management Program, and the overall status of the Records Management Program. Furthermore, the established records management practices and procedures were found to significantly contribute to the development of an effective records management program. The study's results reveal a strong positive correlation between the current status of the records management program and the strategy for records management at UCAA. The Pearson correlation coefficient yielded a value of 0.845 (p=0.000). In summary, the study concludes that the effectiveness of the Records Management Program at UCAA is influenced by factors such as the existing records management policy, the management of electronic and paper records, the qualifications of the personnel responsible for records, the available storage facilities, and the security procedures governing records. UCAA is facing a significant challenge related to mishandled records, which is exacerbated by the absence of a strategy for record management. This has led to the accumulation of extensive record collections in various offices, causing space constraints and difficulties in retrieving records. The study recommends that UCAA should adopt the proposed strategy for the Records Management Program. Furthermore, UCAA is recommended to form a specialized team to supervise the effective implementation of the records management strategy. The study suggests that further research should investigate the potential obstacles that could hinder the successful implementation of the records management strategy. Additionally, there is a need to explore the integration of Electronic Document Management Systems, given the presence of separate systems at UCAA leading to record duplication. Furthermore, additional research is required to understand the factors driving awareness programs for records management. | en_US |
