Management of electronic records in Uganda Communications Commission (UCC)
Abstract
This study investigated the management of electronic records at Uganda Communications Commission (UCC) through the lens of the Records Continuum Theory. The objectives included identifying the types of electronic records present at UCC, examining the electronic records management practices at UCC, identifying challenges faced in managing electronic records, and proposing measures for improvement. The study employed a qualitative research method. Findings revealed that electronic records at UCC encompassed a variety of types, including reports, correspondences, licenses, certificates, image files, video, and audio recordings. The study established that while UCC had adopted an Electronic Records and Document Management System (ERDMS) to assist in managing electronic records, the implementation of e-records management practices was still at a nascent stage. Challenges identified included inadequate support from top management, outdated technology, limited funding, and lack of regular training. Based on the findings, recommendations were provided to improve electronic records management at UCC, including increasing funding for technology upgrades, providing regular training for staff, enhancing collaboration between records management and IT departments, and involving users in the design and implementation of electronic records management programs. Overall, the study contributed to the understanding of electronic records management practices in a regulatory environment, offering insights and recommendations that could inform improvements in electronic records management at UCC and similar organizations.
