dc.description.abstract | This project report summarises the construction supervision of the works in Tochi Irrigation
Scheme Infrastructure and Facilities in Oyam District. It specifically highlights the details of my
input as a supervising consultant and also emphasizes on how I applied by construction and project
management skills, the challenges faced during the construction supervision and how I used my
engineering knowledge to overcome them.
The main objective of the project was to carry out the construction supervision/implementation of
Tochi Irrigation scheme to enhance agricultural production so as to regulate the dependency on
rain-fed agriculture and improve the farmers’ incomes, rural livelihood and food security through
implementation of the project in Oyam District.
The project consisted of a reservoir, headworks which constituted of the left hand and right-hand
regulators which regulated the flow of water in the canal. These regulators supplied water to the
left (6.4kms) and right(3.85kms) hand main canals, which later supplied water to the secondary
canals, the tertiary and then the quadrant canals which then supplied to the field.
Tochi Irrigation scheme covered 3 sub counties, that is Acaba, Minakulu and Ngai. And the people
of the area were the beneficiaries. The total command area available for irrigation was 1800Ha,
however a net command area of 639Ha was selected for the scheme. Each selected farmer was
given 1 plot of land which was 1 acre.
The Government of Uganda (GOU) received a credit from the African Development Bank (AfDB)
towards the cost of Farm Income Enhancement and Forestry Conservation Project 2 (FIEFOC 2).
The Ministry of Water and Environment (MWE) contracted BEC Engineers in Association with
HP DEVOC INTERNATIONAL Civil Engineering Limited to provide Consultancy Services for
Design Review and Construction Supervision of the Irrigation Scheme Infrastructure Lot 2 – Tochi
Irrigation Scheme in Oyam district. I was appointed as the Clerk of Works working under close
supervision of a registered engineer, Engineer Biruk Asfaw to carry out the Design review and
Construction Supervision of the project while working for BEC Engineers/ HP DEVOC
