Abstract

It is a photograph taken of H. o Saville – 1722 – 1923 (Dip. Civil. Eng (Bristol) H. o Saville – 1722 – 1923 (Dip. Civil. Eng (Bristol) Principal, Makerere College from 1922 to 1923 Nicknamed “Beaver” Saville because of his bushy black beard and muostache. He was an Engineer in the Public Works Department in the protectorate Government of Uganda and seconded to start what was known at first as the Uganda Technical College. He published a plan for the development of Makerere Hill with a normal School, agricultural plots, playing fields, development offices and a timber plantation and supervised the initial buildings, some of which were erected by the students themselves. In this initial plan, provision was made not only for elementary, intermediate and technical schools, but also for post – graduate work. By 1923 it was obvious that there was a need both for technical and ‘’higher “education and Saville left Makerere to take charge of technical education (this was before the establishment of the government Department of Education which followed in 1925). He retired in 1932 to West Country of England and died in the 1950s.
