dc.description.abstract The researcher sought to establish the relationship between competence of the contracting parties, attitude of the contracting parties towards the contractual process, ethical behaviour of the contracting parties and contract management compliance. To realize this, the researcher considered using mainly primary data from the different people who have been working as project managers at local government level in Uganda. Three regions were chosen (central, eastern and western regions). Respondents were selected using multi-stage data sampling technique. Data was collected using questionnaires. Some interview questions were also used to substantiate the data from questionnaires. The findings obtained indicate that contract management compliance at local government level in Uganda is highly and positively influenced by the ethical behaviour of the staffs appointed to contract management role in local governments. This implies that the more ethical the staffs become, the higher the level of compliance to contract management in local governments. Since ethical behaviour of staffs appointed to contract management role seems to be the major predictor of contract management compliance in local governments, there is need to ensure that the competence of these staffs as well as their attitude are taken into consideration as well since they seem to have influence on the extent to which the staffs behave ethically when managing contracts. en_US
