    Institutional factors that affect adoption of information and communication technology by lecturers in Busitema University, Tororo

    Abstract
    This study examined institutional factors affecting adoption of ICT by lecturers in Busitema University. The specific objectives of the study were to investigate the relationship between each of: i) institutional policy ii) administrative support and iii) institutional culture, and adoption of information and communication technology by lecturers in Busitema University. Using a quantitative co relational survey, data from 61 lecturers were collected using a self administered questionnaire. Data was analyzed using the Statistical Package for Social Sciences (SPSS) for generation of summary frequency tables and graphics. The actual data analysis at univariate level was based on relative frequencies (or percentages) from frequency tables and descriptive statistics. At bivariate level, adoption of ICT was correlated with the respective institutional factors using Pearson’s correlation coefficient method. The study found out that Lecturers’ adoption of ICT and institutional ICT policies, institutional culture, and administrative support were positively correlated. From the findings, it was concluded that institutional ICT policy, institutional culture and administrative support are important institutional factors that enhance ICT adoption by lecturers in an institution of learning. The following recommendations were made: One; institutions should put in place ICT policies which will provide a framework for adoption of ICT by lecturers, two; stake holders in the university should provide support in form of specialized technical support, network administrators, database managers who can help in the running and maintenance of ICT equipment. Lastly; institutions should encourage a culture that is associated with rewards, recognition, flexibility and open communication.
